Building Our Foundation
This report, Building Our Foundation: Assessing Early Care and Education in Arizona, is designed to assess how well Arizona is preparing our youngest children for success in school. It is a companion piece to Educating Arizona: Assessing Our Education System (Birth - Grade 12), which presents an objective overview of our K-12 system. Like the companion report, this study presents neither original research nor new data. Rather, it compiles existing information and research to answer several key questions:
- Why does early childhood education matter?
- Who are Arizona's youngest children and what special challenges do they present?
- What does a quality early childhood system look like?
- Are programs affordable?
- Are programs available to all children who need or want them?
- Are existing programs high quality?
- Are the state’s teachers and caregivers qualified?
- Are Arizona’s governance and leadership structures organized in the best possible ways?
- What progress has been achieved?
- How can Arizona provide opportunities for every child to have access to high-quality early childhood experiences so that they start school healthy and ready to succeed?
This report intends to answer these questions so that Arizona families, decisionmakers, child care providers and citizens can focus on creating a practical consensus for implementing focused and effective strategies to provide affordable, high-quality early childhood education.
